If the staves for system <0> is loaded (or by using the LoadScrollView() method, it's all the staves available in Scroll View. (This is also the approach to get the staves that appear in a specific part.)

Creates a music region from this list of FCSystemStaff instances.
This function only produces useful results if the collection corresponds to an instrument list. (See FCMusicRegion::GetInstrumentList.) Otherwise it may return wrong results or nil. All of the Load
methods in this class load instrument lists except LoadAll
(which should never be used on this class.) This function can create a music region based on a collection loaded with one of them.
C++ clients must dispose of the returned region pointer, either with delete or by assigning it to a smart pointer.
